The Texas Department of Public Safety (DPS) has announced their recent win regarding fugitives on their Most Wanted lists. Two wanted sex offenders were captured in two back-to-back days, keeping Texas communities just a little bit safer for everyone.

DPS January 6 Fugitive Capture

On January 6 in Guadalupe County, 43-year-old Melvin Lee Kennon was taken into custody after police conducted a strategic traffic stop on IH-10 in Seguin.

After receiving intel that Kennon would be travelling in the area, Texas DPS coordinated with special agents from the Criminal Investigations Division to arrest the fugitive.

Kennon's criminal history began in 2007 when he was convicted of sexual assaulting a 15-year-old girl. He was sentenced to six years in prison as a result and was forced to register as a sex offender in the State of Texas.

Kennon received a warrant for his arrest in September 2025 for failing to comply with sex offender registry requirements.

DPS January 7 Wanted Fugitive Arrest

The very next day on January 7, DPS officers arrested 50-year-old Baldamar Palacio Martinez in San Angelo at a place of business based off of investigative information.

Martinez's history began back in 1997 when he was charged with aggravated assault of a 9-year-old girl. This landed him in prison for the following 20 years. In 2015, he was released on parole, but soon after in 2016 he failed to comply with sex offender registration requirements and evaded arrest in his vehicle.

Martinez has been wanted since September 2025 out of Tom Green County for failure to comply with sex offender registry requirements.

Rewards for Both Fugitives' Arrests

Texas offers rewards for the capture of fugitives on the Most Wanted lists, but because both of these arrests were not the result of an anonymous tip but rather through DPS investigations, the total reward of up to $8,000 will not be paid.
